Does my mom have a right to be upset with my school?

First of all its no body's buisness at your school if you have a hicky or not. I am not sure how old you are or what grade you are in but if you are young enough to not know what a hicky is and you learned it from a security guard at your school then yes she has a right to be mad. What do your teachers do when this girl says that stuff during cl? I can see your mom being mad because the principle and your teachers are not doing anything to stop this girl from picking on you. Take boxing for a little while then kick her a$$!. I hate kids like that.
