I want to have a Web site?

Hello. I would like to have a web site like those french ones that l have visited here with beautiful Flash frames and ornaments. l would like to publish my poems and maybe do some advertisement that might help me pay my bills. What is a very good program l could use to make my web site look beautiful and interesting to others? Any sugestions? Thank you very much.
