Is it okay to live in Sri Lanka?

Is Sri Lanka a safe country for an american expat? The U.S State Department says that they have a high crime rate, though its rarely directed towards tourists, but most fighting and murder goes on between the two Ethnic groups. Do they have a intresting culture, I mean is it anything like India? Please help! Thanks!
