Why did so many Inquiries find that Bush's Invasion of Iraq Was Illegal?

Whatever you believe about Iraq and Bush, he did have congressional approval prior to combat action, and it was bipartisan. The Emergency war powers act of 1973 does require the president to get congressional approval. My Obama had ample time to present his case to congress. Does he feel tat the UN is a higher authority for the United States? The Law that Obama violated was ped by a democratic congress with bipartisan support over the veto of a republican president.
